INTENT TO SOLE SOURCE Air Force Junior ROTC Training Guides The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to Jones & Bartlett Learning, LLC., 5 Wall St, Burlington, MA, 01803-4770. The North American Industry Classification System (NAICS) Code is 323117 and the small business size standard is 1,250 employees. Description of the Requirement: The Air Force Junior Officer Reserve Training Corps (AFJROTC) requires Science of Flight textbooks and Instructor Guides (IG). These textbooks and accompanying instructor guides were based on the publisher's original books, but modified significantly for AFJROTC. Science of Flight consists of four chapters with 18 lessons that were developed, along with Quick Writes, Learn Abouts, Vocabulary, Check Points, Wing Tips and Applying Your Learning. It is also written in the 21st Century context with very vivid photos. It also has References for each chapter along with a Glossary and Index. There is also detailed Preface and Acknowledgment pages. This is a textbook that is complemented with an Instructor Guide and a companion website. This requirement is to help the Junior Reserve Officers' Training Corps (JROTC) cadets with their end of course exam that is built around this book. The contractor must provide the items as specified in the following CLIN structure: 0001 Science of Flight Textbooks, 3,950 ea 0002 Science of Flight Instructor Guides, 141 ea IMPORTANT NOTES: 1. This is not a request for quotes and no solicitation is available. 2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary. 4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents. 5. Oral submissions of information will not be considered in response to this ISS. This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a period of performance of 31 August 2018.
