Scott AFB, Demolition, Buildings 1509, 1510, 1512 and 1513

NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. IN THE EVENT THE GOVERNMENT CANCELS THIS SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. In accordance with (IAW) FAR 5.2, the Government hereby publicizes a Notice of Proposed Contract Action for the demolition of Building 1509, demolition of Building 1510, demolition of Building1512, and demolition of Building 1513. Anticipated solicitation number is FA4407-18-R-0008. The 375th Contracting Squadron at Scott Air Force Base, IL 62225 intends to issue a Request for Proposals (RFP) for the upcoming requirement. Demolition of Building 1509, 1510, 1512, and 1513, work at all buildings includes demolition and disposal of entire structure, foundation, slab, all interior walls, ceilings floors, utilities and fixtures, and complete site restoration. Buildings 1510, 1512 and 1513 have basements which are presumed to have asbestos pipe wrap thermal system insulation (TSI) in quantities not to exceed 120 linear feet per building or a total of 360 linear feet. We also presume that there is 1000 square feet per building, for a total of 4000 square feet of asbestos floor tile. Contractor shall be required to submit an abatement plan for review and approval, which will be submitted to the Illinois Environmental Protection Agency for notification purposes, and a 10-day notification period is required prior to starting any planned abatement work. In accordance with FAR 4.1102 and FAR 52.204-7, entitled "System for Award Management", Prospective contractors shall be registered in System for Award Management (SAM) database prior to award of a contract. Registration requires offerors to have a DUNS number. Recommend registering immediately at https://www.sam.gov in order to be eligible for a timely award. This solicitation will be a HUBZone Set-Aside under the North American Industrial Classification System (NAICS) Code 238910. The small business size standard for the subject NAICS is $15,000,000.00. The formal solicitation will be posted on the Federal Business Opportunities website under solicitation number, FA4407-18-R-0008. The Government intends to issue the formal solicitation on or about 15 September 2018. Potential offerors are responsible for monitoring this site, www.fbo.gov, for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Submission of proposals or questions concerning the forthcoming solicitation will be submitted electronically, via email. The intent of this notice is for informational purposes only and does not constitute a Request for Proposals. This notice is not a formal solicitation. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for information which is submitted as a result of this notice.
