Scott Avenue South Sidewalk Improvements

The contract pertains to the installation of pedestrian sidewalk, curb and gutter, and the relocation and replacement of existing fences, mailboxes, landscaping, driveway approaches, and asphalt tie-ins along Scott Avenue between 700 East and 900 East in Millcreek, Utah, under Project No. ENG 25-09-02. The work must be performed in full compliance with the 2017 Edition of the Utah APWA Manual of Standard Specifications and Millcreek’s 2018 Standard Plans for Public Works Construction. The scope includes demolition and proper disposal of existing infrastructure such as concrete, asphalt, curb and gutter, landscaping, and trees, while preserving utilities, power/light poles, mailboxes, signs, and other adjacent improvements. The project is to be executed on a unit price basis with lump sum bidding for key elements including traffic control, mobilization, demolition, and construction layout. Critical quantities are specified for certain items: 1,250 square feet of 6-inch-thick concrete driveway flatwork, 120 linear feet of 6-foot-high chain link fence, 680 linear feet of asphalt tie-in, and one pedestrian curb ramp. Bids must be submitted via sealed envelope or through Utah’s U3P-Bonfire electronic procurement system by August 5, 2026, at 4:30 p.m. and must include a bid bond or cashier’s check for at least 5% of the bid amount, along with certifications of non-collusion, non-discrimination, and non-debarment. Contract performance requires substantial completion within 60 calendar days after issuance of the Notice to Proceed, followed by final completion within 30 days after receipt of the Engineer’s Final Inspection Punch List, unless extended in writing. Liquidated damages of $1,000 per calendar day apply for late completion. The Contractor must provide performance and payment bonds equal to the full contract price meeting Utah state statutory requirements, maintain comprehensive general and automobile liability insurance of $2 million per occurrence and $2 million aggregate, and ensure workers’ compensation coverage per Utah law.
