Amendment 0001 - The purpose of Amendment 0001 is to post the FAA's responses to questions received from interested vendors. Additionally, amended SIR sections have been posted in response to questions received. All revisions in these amended SIR sections can be found in red. All other terms and conditions of this SIR, including proposal due date, remain unchanged. Original Post - The purpose of this announcement it to post a Screening Information Request (SIR) for Dual Frequency Operations (DFO) Segment 2 activities in support of the Federal Aviation Administration (FAA) Wide Area Augmentation System (WAAS). The WAAS is a mission critical, Safety of Life (SoL) navigation system within the FAA's National Airspace System (NAS). WAAS provides LNAV, LNAV/VNAV, LPV and LPV-200 levels of navigation services. The WAAS currently uses Global Positioning System (GPS) L1 C/A and L2 P(Y) semi-codeless signals with the expectation that the second civil signal, L5, would be introduced upon completion of the L5 capability within the GPS constellation as WAAS Dual Frequency Operations (DFO). WAAS DFO has been segmented into two implementation phases. The current segment, DFO Segment 1, upgrades the WAAS infrastructure to enable reception and collection of the L5 signal with the WAAS reference station network and implements system changes required to sustain the WAAS. The next segment, DFO-2, will be started with WAAS Phase 4B beginning in FY 2022. The FAA, under DFO-2, intends to utilize GPS civilian L1 Coarse Acquisition, L2 codeless/semi-codeless and L5 signals to maintain existing Single Frequency services and provide new Dual Frequency services. Under DFO-2, the WAAS will also undergo technical refresh of major processing components, transition network infrastructure from dedicated circuits to FAA cloud-based services and continue WAAS geostationary satellite constellation sustainment. Please see the attached SIR, Pricing Model, and Task Orders for further information including due dates for questions and proposals. All questions must be in writing, no phone calls please. Solicitation # FAA-DME-PWRMTR-MSA2026
The Federal Aviation Administration is conducting a market survey under solicitation FAA-DME-PWRMTR-MSA2026 to identify commercially available power meters and power sensors used for the installation and maintenance of Distance Measuring Equipment facilities. This announcement is for informational purposes to help the agency develop a future acquisition strategy before the current contract expires in 2027; it is not a formal request for proposals or a binding solicitation. The agency is seeking information on equipment that meets specific technical standards, including a frequency range of 960 MHz to 1215 MHz, a testing bandwidth of at least 1.5 MHz, an input dynamic range of at least 65 dB, and a Type N female 50 ohm connector. Interested respondents must submit a response by November 23, 2026, to Michael Jones and Victor Jefferson. Submissions are limited to 10 pages and must include a requirements matrix, technical specifications, illustrative drawings, and rough order of magnitude pricing. Additionally, vendors must provide data on annual production capacity, the percentage of components manufactured in the USA, and current deployment quantities. This acquisition is designated as sensitive unclassified information, and any proprietary data submitted must be clearly marked to ensure it remains restricted to the FAA acquisition team.

Domestic Datalink Services (DDLS) FY 2027 Industry Day December 8-10, 2026
Solicitation # 693KA8-26-R-DDLSID
The Federal Aviation Administration is conducting market research through an Industry Day event from December 8 to 10, 2026, to inform the future acquisition of Domestic Datalink Services (DDLS). This initiative aims to replace the Data Communication Integrated Services contract expiring on September 30, 2029. The primary objective is to secure operational network services and monitoring, known as Data Communications Network Service, to support the EnRoute Automation Modernization System and Tower datalink System. These services are critical for the routing and delivery of Controller Pilot Data Link Communication messages for Air Traffic Control within Domestic NAS airspace, requiring 24/7 availability. The FAA is considering the establishment of one or multiple 10-year contracts, utilizing either a Firm Fixed Price performance-based structure or a Firm Fixed Price with Economic Price Adjustments. While this notice is not a formal solicitation or a request for proposals, the agency is seeking vendor capability statements under NAICS Code 517810 to refine its acquisition strategy, with a formal Screening Information Request expected in the second quarter of FY2029. Interested vendors must submit registration forms and capability statements by November 10, 2026, to Pearl Winston. Notably, the FAA operates under its own Acquisition Management System (AMS) rather than the Federal Acquisition Regulation (FAR).
