The United States Department of Agriculture (USDA), Agriculture Research Services (ARS) intends to negotiate and award a sole source purchase order on a noncompetitive basis to Xecuritas, 575 Market Street, San Francisco, CA. for a one (01) year license renewal for MessageScreen. This sole source determination is based upon results of market research conducted by the USDA that has identified Xecuritas as the sole designer, developer and provider of MessageScreen. Xecuritas owns all intellectual property associated with MessageScreen including the LX-350 appliances which are customized to only operate with the proprietary MessageScreen software. Xecuritas is the only seller of MessageScreen. Award to any other source is not feasible or practical. The award will be executed in accordance with simplified acquisition procedures of FAR Part 13, therefore, the requirements of FAR Part 6 - Competitive Requirements are not applicable (FAR Part 6.001). Interested parties may identify their interest and capability to respond to the requirement or submit a response. This notice of intent is not a request for competitive proposals. Responses to this announcement, referencing synopsis number AG-3K06 -SC37 may be submitted to United States Department of Agriculture (USDA), Acquisition and Property Division, 5601 Sunnyside Avenue, Beltsville, Maryland 20705, Attention: Sharon Cummings.
