NUT, SELF-LOCKING, EXTENOfferors must comply with strict domestic content requirements under the Berry Amendment and Buy American Act, with the Berry threshold now set at $150,000, requiring full disclosure of any non-domestic materials in their quotes. The solicitation prohibits the use of covered telecommunications equipment or services as defined by FAR 52.204-24 and DFARS 252.204-7016, and additive manufacturing is explicitly forbidden unless prior written approval is obtained from the contracting officer. Offerors are strongly advised to quote quantity ranges due to the volatile and fluctuating nature of purchase requests, enabling the government to consolidate or adjust requirements without re-soliciting, though this does not apply to Auto IDC transactions. All participants must register through DLA’s Account Management & Provisioning System to access the Vendor Shipment Module, with critical schema updates required for VSM WebServices users by April 23, 2025, or risk losing shipping privileges. Small business joint ventures must submit required representations under FAR provisions 52.212-3 and 52.219-1 for applicable set-aside categories. A “No Bid” submission via DIBBS is required for any anticipated late or declining responses to inform buyers of intent and prevent unnecessary follow-ups. Fast Pay is not applicable, and APEX Accelerators offer free assistance to businesses seeking government contracting support. The contract pertains to 5 self-locking extended nuts with NSN 5310-01-055-3854, sourced from Robins Air Force Base, with a response deadline of July 21, 2026, and a 256-day delivery window.
