The contract is for the procurement of 6,225 units of a close tolerance screw identified by NSN 5305-01-059-0216 and part number NAS1580V3T3, manufactured in accordance with non-government standard NAS1580 Revision 16 dated April 30, 2024, and referenced alongside NAS621 Revision 14 dated May 31, 2025. The item is classified as a commercial item and must meet all applicable technical and quality requirements from the DLA Master List of Technical and Quality Requirements, which override any conflicting standards. Dimensional verification for Class 3A and 3B threads must be performed per System 22 of FED-STD-H28/20, excluding self-locking nuts and threads below specified diameters. Sampling must comply with MIL-STD-1916, ASQ H1331 Table 1, or an approved zero-based sampling plan; unspecified attributes are treated as major with an AQL of 1.0 unless otherwise directed. Inspection and acceptance occur at the destination in Barstow, California, with critical item source inspection required. Packaging must conform to ASTM D3951, but DLA Master List requirements take precedence, and all packaging and labeling must adhere to MIL-STD-129 and MIL-STD-130N, including proper identification markings, manufacturer logos, lot numbers, and material data. Palletization must follow DLA Packaging Requirements RP001. The screw is designated as a critical application item, requiring strict adherence to quality controls and traceability. The contract is awarded under a simplified acquisition procedure, with FOB Origin terms and a 104-day delivery window ending May 12, 2026. No variance in quantity is permitted. The solicitation incorporates numerous FAR and DFARS clauses related to cybersecurity, employment equity, trafficking prevention, sustainable products, and safeguarding covered defense information, including mandatory compliance with NIST SP 800-171 and the prohibition on covered defense telecommunications equipment. All offerors must maintain a current Unique Entity ID and CAGE Code and comply with representation requirements for size status and socioeconomic categories. Electronic proposals must be submitted through DIBBS by May 21, 2026, and payments will be processed via WAWF upon delivery and acceptance.
