The solicitation seeks the procurement of machine screws identified by NSN 5305-00-078-0184 under solicitation number SPE4A6-26-Q-1209, issued by the Defense Logistics Agency’s Aviation, ASC Commodities Division. The contract is structured as a fixed-price acquisition with a delivery deadline of December 28, 2026, and FOB destination terms apply. The quantity specified is 64 packs of 50 each, though pricing data is incomplete and unusable, rendering the total contract value undetermined. Performance is subject to strict adherence to DLA technical and quality standards, primarily governed by the DLA Master List of Technical and Quality Requirements, which supersedes all referenced industry standards. Packaging must comply with ASTM D3951 and RP001 for palletization, while all items must be marked and labeled per MIL-STD-129 and MIL-STD-130N, including Unique Device Identification and barcoding. Inspection and acceptance occur at the destination, with the Government responsible for ensuring conformance to sampling standards such as MIL-STD-1916 and ASQ H1331, requiring zero non-conformances unless otherwise specified. The contract mandates full compliance with a comprehensive set of federal acquisition and defense-specific clauses, emphasizing cybersecurity, supply chain integrity, and export controls. Critical clauses include 52.204-7012 for safeguarding covered defense information, 52.204-7018 for prohibiting covered telecommunications equipment from foreign adversaries, and 52.204-30 and its alternate for supply chain security prohibitions. Prohibitions extend to products from Kaspersky Lab, ByteDance, and other sanctioned entities. Contractors must implement cybersecurity measures aligned with NIST SP 800-171 and ensure all subcontracts flow down required clauses, including whistleblower protections, accelerated payments to small business subcontractors, and prohibitions on confidential agreements. Ocean transportation must use U.S.-flag vessels unless a 45-day advance waiver is obtained. Payment is exclusively through WAWF using electronic funds transfer, with prompt payment incentives and requirements for small business subcontractor acceleration. Evaluation for award uses a best-value trade-off approach, with past performance—particularly SPRS assessments and historical quality and delivery compliance—significantly more important than other non-price factors, which are weighed equally with cost or price
