This contract pertains to the procurement of a stem retaining nut classified as SPECIAL EMPHASIS material (Level I/SUBSAFE), intended for use in a critical shipboard system where failure could result in catastrophic consequences including loss of life or the vessel itself. The part must conform precisely to NAVSEA drawing 6602371, piece 12, and be manufactured from MIL-DTL-24252, Composition 1, Condition A material with no allowance for weld repair. Full chemical and mechanical analysis is required, traceable through heat-lot numbers permanently marked on the component, with certification data linked directly to each unit. The material must be mercury-free, and any deviation from specifications requires prior written approval from the Contracting Officer with classification as Critical, Major, or Minor. Quality assurance is strictly governed by ISO-9001 with calibration requirements aligned to ISO-10012 or ANSI-Z540.3 with ISO-17025, and a documented quality system must be submitted prior to award. Government Quality Assurance inspections will occur at the supplier’s facility, and all subcontractors must be vetted and their processes controlled to maintain chain-of-custody for traceability. Certification documentation must be submitted via WAWF to Portsmouth Naval Shipyard with designated DODAAC N50286 for shipping, N39040 for inspection and acceptance, and electronic notifications sent to PORT_PTNH_WAWF_NOTIFICATION@NAVY.MIL; no material may be shipped without prior acceptance. The contract is issued under Emergency Acquisition Flexibilities and is designated as a “DO” rated order under the Defense Priorities and Allocations System. All documentation, including test reports and certificates of compliance, must be complete, unqualified, and signed—electronic signatures are accepted only if controlled, unique, and irreversible. Material from foreign sources must have units converted to U.S. standards with certified attribution. Final acceptance requires zero-defect sampling per ANSI/ASQ Z1.4, 100% inspection of traceability and certification data, and full compliance with all invoked standards including FED-STD-H28 for thread inspection and MIL-STD-792 for marking. The solicitation is a single-item, non-combined award with no quantity discounts permitted, and all proposals are subject to evaluation under a small business set-aside.
