SCS Dublin Draft EIR

The Dublin Centre project involves the development of a 76.2-acre site in Dublin, California, bounded by Tassajara Road, Interstate 580, Brannigan Street, and Gleason Drive. The project scope includes the construction of up to 265,000 square feet of retail and commercial space, featuring both a neighborhood main street and a regional entertainment experience, alongside up to 550 market-rate residential units and additional affordable housing. A specific component of the development includes the Sunflower Hill at Grace Pointe project, a three-story apartment building providing 59 affordable units for individuals with intellectual and developmental disabilities. The project is governed by a Development Agreement and a Draft Environmental Impact Report certified in November 2022 to ensure compliance with the California Environmental Quality Act. A partial assignment executed in May 2024 shifted specific obligations regarding Northside Drive and Brannigan Street Extension from New Homes Co to SCS Property. Additionally, the City Council approved the First Amendments to the Development Agreement on July 21, 2026, to modify the development timeline. This amendment ensures that residential portions are not fully completed before retail and commercial areas, specifically limiting the issuance of more than 250 building permits until construction begins on five non-residential buildings in the Finnian Way commercial area.
