The purpose of the Project is to replace H-frame wood poles with new steel framed poles and construct a maintenance pad. The Discharger proposes to remove H-frame poles Z413083, Z413084, and Z413085 and install new H-frame engineered steel poles in place of poles Z413083 and Z413085. Additionally, a maintenance pad will also be constructed at Pole Z413083. Pole Z413084 will be removed from service and not replaced. Pole Z413085 will be replaced 305 feet south of the existing pole. Both the existing and new poles are outside of wetland waters of the U.S. The new pole is being moved further south to allow for a larger span across Escondido Creek and allow for the removal of pole Z413084. Work activities associated with the replacement of this pole will not result in a discharge of fill into wetland waters of the U.S. Pole Z413084 is located within wetland waters of the U.S., the H-frame will be removed via helicopter. This pole will be cut at ground level and the pole butt will be left in place. Crews will access this pole via a footpath from Z413085. Minor trimming with hand tools of bulrush may be needed to obtain access. Work activities associated with the removal of this pole will not result in any ground disturbance nor a discharge of fill into wetland waters of the U.S. Pole Z413083 will be replaced 27 feet south of the existing pole and a maintenance pad will be constructed at this pole location. Each of these Project components are located within wetland waters of the U.S. Work activities at this pole location will result in a discharge of fill within wetland waters. A 96 foot, 9 inch by 71 foot, 5 inch (6,910 square feet or 0.16 acres) maintenance pad will be constructed at Pole Z413083. The pad construction will consist of grading the site, installing a reinforcing fabric, then installing a layer of 6-inch Class 2 aggregate base (AB), followed by the installation of a 4-inch layer of ¾-inch crushed rock, and topped with 6-inch Enviroflex blocks.
