Full Description

The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a sole source purchase order to Rotinor GmbH, Flachter Street 32, D-70499 Stuttgart, Germany for the acquisition of three Sea Bob Black Shadow 730 Underwater Diver Propulsion vehicles with support equipment consisting of: Transport / Flight Case, Lift System, Quick Charger, Operator Harness, 5 x T-Bar, Front Screen, Rack System, Buoyancy Weight, Complete Heavy Duty Towing System. This acquisition is unsuitable for full and open competition for the following reasons: Rotinor Gmbh is the original equipment manufacturer of the Sea Bob Black Shadow 730 and there no other manufacturers of this particular military grade vehicle. The patented unique specifications of the Sea Bob Black Shadow 730 are: (a) it is the only electric motor-driven water craft, which is cooled by the surrounding water. (U.S. Patent 7,963,814; 21 June 2011); (b) it is the only motorized watercraft with a control device. (U.S. Patent 8,249,764; 21 August 2012), and (c) restraint system for securing a user on the watercraft. (U.S. Patent 8,251,007; 28 August 2012).
