SeaPort-NxG Combat Systems Services (CSS) Follow-on Advance Notice

The Naval Surface Warfare Center Dahlgren Division is seeking a Cost-Plus-Fixed-Fee Level of Effort Task Order to provide management, engineering, operations, and technical expertise for the Surface Combat Systems Center (SCSC) at Wallops Island, Virginia. This requirement supports Naval Sea Systems Command (NAVSEA) and Program Executive Office, Integrated Warfare Systems (PEO IWS) missions, focusing on the activation, maintenance, and engineering of equipment and computer programs. The scope encompasses several work areas, including systems engineering and analysis, combat systems readiness, configuration management, and the operation of facilities such as the AEGIS Engineering and Training Complex and the Ship Self Defense System Facility. Key technical tasks include the installation and integration of combat systems, the execution of test plans for EMI/RFI and RADHAZ, and the implementation of model-based system engineering. This procurement is restricted to SeaPort-NxG MAC holders and is designated as Full and Open. The anticipated contract structure includes a twelve-month base period followed by four twelve-month option years, with performance expected to begin by February 2028. Security requirements are stringent, requiring the prime contractor to maintain a Secret facility clearance and all personnel to hold at least a Secret clearance, with specific cyber workforce personnel requiring IT-1 level background investigations and DoD 8570.01-M certifications.
