Pursuant to RCW 39.10.380, Hensel Phelps as the General Contractor / Construction Manager (GC/CM) for the project is requesting Bids from qualified firms for Bid Package 2 of the S Concourse Evolution (SCE) project at the Seattle-Tacoma International Airport.

Bid Package 2.1 includes: Subsystem 2.1.01 – Building Concrete – New
Total Bid Items (evaluated total) Budget Range: $8 mil to $10 mil
Bid Documents are available August 31st, 2026. Email requests to access Bid Documents to SEA-SCEBids@henselphelps.com. An Invitation to Bid will be sent via Building Connected to those requesting access to the Bid Documents.
A non-mandatory but highly encouraged virtual pre-bid meeting (date, time and location to be determined and issued via Amendment) will be held for Bidders of Bid Package 2.1 in-person and via Teams. Refer to Instructions to Bidders for location and access via Teams.
A non-mandatory site walk will be conducted for Bidders of Bid Package 2.1 (date, time and location to be determined and issued via Amendment). Refer to Instructions to Bidders for location to meet, site walk limitations, requirements, pre-registration, and which Subsystems are to attend each of the site walks. Pursuant to RCW 39.10.390(2), Hensel Phelps, as the General Contractor/Construction Manager (GC/CM), hereby notifies the Port of Seattle and the public of its intent to submit a bid for Bid Package No. 2.1, Subsystem 2.1.01 - Building Concrete - New. The bid opening and receipt of bids will be managed by the Port of Seattle as indicated in RCW 39.10.390 (2)(b).
Bids are due no later than 2:00PM PDT October 15th, 2026. Submit bids the Port of Seattle via email at const-proposal@portseattle.org via the bid form included in the Bid Documents document titled Instructions to Bidders.
Successful Bidder will be required to furnish 100% Payment and Performance Bonds for all subcontracts exceeding $100,000 on the Bond Forms provided with the Bid Documents. A Bid Bond is required to be submitted with the bid and on the forms provided with the Bid Documents. Subcontracts shall be executed on the Hensel Phelps standard subcontract forms, copies of which are included with the Bid Documents. This is a Project Labor Agreement (PLA) project. Workers’ Compensation Waiver of Subrogation will be required of all Subcontractors.
