This requirement was solicited as a Total Small Business Set Aside using beta.SAM.gov. The rationale for using other than a fixed price approach was due to the nature of the work being solicited. A cost reimbursement contract was utilized due to the complexity of the requirement, and uncertainties in performance. Due to the required input from the Government and other changes in developing the report and project, a cost reimbursement type contract was utilized.
