Securities Pricing and Corporate Actions Data Services

The Virginia Department of the Treasury, Division of Unclaimed Property, is soliciting bids for a qualified contractor to provide independent securities pricing, corporate actions, and related securities reference data services. This three-year contract aims to establish a secondary data source to validate information from existing providers, such as Bloomberg, to support operational and reconciliation processes. The required services must utilize industry-standard identifiers, including ticker symbols. The award will be granted to the lowest responsive and responsible bidder, with the Commonwealth reserving the right to make multiple awards. Priority is given to DSBSD-certified micro and small businesses, including certified women-owned and minority-owned enterprises. Bidders must submit a comprehensive pricing proposal covering all subscriptions, licenses, data feeds, and implementation costs via the eVA portal by October 16, 2026. Evaluation is based on the bidder's financial resources, capacity, skill, and the qualifications of their personnel. The selected contractor must adhere to strict security and confidentiality standards, including VITA security procedures, potential background checks, and non-disclosure agreements. Additionally, the contractor must comply with various state and federal regulations regarding nondiscrimination, ethics in public contracting, and sexual harassment training for employers with more than five employees. Invoices are to be submitted monthly via email with specific supporting documentation and purchase order details.
