The International Boundary and Water Commission (IBWC), United States Section, has issued a combined synopsis/solicitation (Solicitation No. FY263101005v2) seeking quotes for Security System Maintenance, Repair, and Replacement Services at several Lower Rio Grande Valley (LRGV) facilities, including the Mercedes Field Office, Anzalduas Dam, and Retamal Dam in Texas. This solicitation is a total small business set-aside under NAICS code 561621 for Security Systems Services (excluding locksmiths), with an estimated size standard of $25 million. The contract covers ongoing maintenance, repair, component replacements, CCURE 9000 software support and licensing, alongside related services. The contract is structured with a base year and four option years, with performance beginning from the award date, and all pricing is to be submitted according to the provided Contract Line Item Number (CLIN) structure. Quotes must be submitted in an "all or none" manner, be valid for 90 days, and include a detailed technical approach and past performance references. Site visits to the facilities are scheduled for June 9-11, 2026, requiring pre-registration and execution of a nondisclosure agreement due to security concerns. Quotes are due by June 25, 2026, at 3:00 PM MST, with questions accepted only via email until June 17, 2026. Evaluation will be conducted using a lowest-price technically acceptable (LPTA) methodology, considering equal weighting of technical approach, past performance with at least three relevant references, and price. Contractors must possess a current UEI and ensure their annual SAM.gov representations are up to date, following RFO streamlined procurement practices. Award will be made to a responsible offeror whose offer meets all specified solicitation requirements, including delivery, inspection, and acceptance terms outlined in the Statement of Work and associated clauses. The contract ensures FOB destination to the IBWC Mercedes Field Office for any incidental deliverables linked to the services performed.

Site visit will be held June 11, 2026 at 9:00 AM and 1:00 PM Central Time (CT) at the Mercedes Field Office and adjacent LRGV locations.

1. Section 5 of the SOW references a detailed equipment inventory maintained by the Security Services Division that is "subject to update." Can the Government provide the current, complete equipment inventory for each of the three sites (Mercedes Field Office, Anzalduas Dam, and Retamal Dam) prior to offer submission? This information is critical for developing an accurate price.

The listing shown should be correct.

2. Can the Government share approximately how many service calls or repair events occurred at each location over the past 12 months? This historical data will help offerors develop realistic labor and material cost estimates.

This market research effort aims to identify potential contractors for a future firm-fixed-price contract anticipated to begin in June 2026, with a base period of 12 months and four one-year options, plus possible extensions up to six months. The scope of work involves sustainment support, management, and technical services for critical security systems including the Electronic Security System (ESS), CCTV/Qognify, NICE Vision Pro recorders, and the HUGS Infant/Pediatric Protection System. Deliverables include annual work plans, monthly performance and uptime reports, quarterly test and corrective action reports, updated system drawings, spare parts inventories, and detailed technical and personnel documentation including certifications and clearances. Compliance with security, personnel conduct, conflict of interest, and information safeguarding requirements is mandatory.
