Sediment Core Subsampling, Processing, and Preparation for Radiocarbon Analysis (Non-personal Service)

This is a solicitation for commercial products or services prepared in accordance with Revolutionary FAR Overhaul (RFO, Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, Federal Acquisition Circular (FAC) 2026-01, effective date March 13, 2026 (Deviation March 31, 2026) which can be accessed at: https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12. This announcement constitutes the only solicitation. Firm, fixed-price quotes are being requested and a separate written solicitation will not be issued.

Solicitation # 140G0326Q0098 is issued as a request for quote (RFQ) for non-personal services subsampling, processing, and preparation of sediment cores for radiocarbon analysis. ANTICIPATED AWARD OF PURCHASE ORDER FOR THIS REQUIREMENT WILL NOT RESULT IN STATUS AS A FEDERAL EMPLOYEE.

This acquisition is set-aside for small business.

The solicitation incorporates provisions and clauses by reference. The full text of provisions and classes may be accessed electronically at www.acquisition.gov. Please see attachment for Federal Acquisition Regulation (FAR) provisions and clauses applicable to this solicitation.

All interested parties must be actively registered in the System for Award Management (SAM) at the time of submitting a quote to be considered for an award of a federal contract. For information, review the SAM website at www.SAM.gov.

The U.S. Geological Survey (USGS) requires non-personal services for radiocarbon subsampling and geotechnical measurements to be conducted on sediment cores that have been collected by USGS researchers and are stored at the USGS PCMSC Sediment Core facility in accordance with the attached statement of work, Section 508, FISMA, provisions, and clauses. Service Contract Act and wage determination apply to this requirement.

Estimated period of performance: May 11, 2026 to September 30, 2027

Evaluation method is Trade-Off. Please see evaluation factors as described in FAR 52.212-2 in the provisions of attachment mentioned above.

It is the responsibility of all interested parties to check back periodically for any amendments to the solicitation. All amendments must be signed and included when the quote is submitted.

Award will be made in accordance with RFO, FAR Subpart 12.204, Award. Anticipated award date is May 8, 2026. All responsible sources may submit a quotation which will be jointly considered DOI and USGS.
