The purpose of this announcement is to post a Request for Information (RFI) notice only. This RFI is for informational planning purposes only and it is not to be construed as a commitment by the Government for any actual procurement of services. This notice does not constitute a solicitation or a promise of a solicitation in the future. This RFI does not commit the Government to contract for any supply or service. The Missile Defense Agency (MDA) is seeking information from industry to inform future support services acquisitions and requests recommendations or changes to the existing acquisition strategy, structure, or procedures used in the current MiDAESS acquisitions. Your feedback can cover any or all phases of MiDAESS acquisition to include Industry Days, Request for Proposals, Task Order Awards, Modifications, Funding, Contract Structure, Processes and Procedures, etc. Industry is encouraged to be open about recommended improvements or aspects of the program you believe work well. Of particular interest are not just activities that fall under the government's purview, but also how we can re-structure or make improvements that will reduce contractor proposal preparation timelines and reduce the overhead burden associated with MiDAESS. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this request for information will be safeguarded and handled in accordance with applicable Government regulations. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The Missile Defense Agency will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future acquisition. The Missile Defense Agency is requesting information via e-mail with Windows compatible e-mail attachment on or before March 20, 2014 to MIDAESS2014@mda.mil. Responses are limited to no more than 2 pages, 8-1/2 x 11; use 12 inch font, New Times Roman and 1 inch margins. An additional page (total of 3 pages) may be added if the responders wish to include information on contracting or process improvements that will reduce contractors' overall costs associated with preparing responses or managing MiDAESS. This last page should also include an estimated value for what the responder's costs are for either responding to, or managing existing MiDAESS competitive task order efforts if known or applicable. Questions concerning this RFI should be addressed to Ms. Lynne Washburn, Competition Advocate, at Lynne.Washburn@mda.mil. Responses must be sent to MIDAESS2014@mda.mil in order to be considered. Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.
