The contract solicitation pertains to the Seismic Station Mission Support (SSMS) II project, a competitive small business 8(a) set-aside requiring operations and maintenance services at three seismic stations. The Air Force Technical Applications Center (AFTAC) is seeking a contractor to provide non-personal O&M support with a focus on engineering services as classified under NAICS code 541330. The contract will be awarded following a formal Request for Proposal (RFP), which is anticipated to be posted on or about December 4, 2018, with contract award expected around November 2019. The base period plus options will span five years, with an additional potential six-month extension. The contract is likely to be structured as a firm fixed-price for labor, with cost-reimbursement for travel and sustainment, and includes data deliverables. A mandatory pre-proposal site visit will take place on December 11, 2018, at the AFTAC facility in Boulder, Wyoming, with attendance limited to two individuals per contractor and prior submission of attendee details for access clearance. Interested vendors must be registered in the Central Contractor Registry and possess a DUNS number before proposal submission. The acquisition emphasizes adherence to non-personal services, prohibiting contractor supervision from the Government and avoiding inherently governmental functions. An ombudsman has been appointed to address concerns, though all inquiries must first be directed to the Contracting Officer. Questions regarding the solicitation must be submitted in writing by December 4, 2018, and will be publicly answered to all interested parties. This announcement does not constitute a solicitation or commitment and is subject to change.
