Seismograph Monitoring Services

The contract awards seismograph monitoring services to a small business under a Total Small Business Set-Aside for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), a component of the Department of Justice. The primary objective is to lease and maintain three seismograph systems equipped with 148 dB microphones, triaxial geophones, solar-powered enclosures, and cellular modems for installation at three explosive range facilities—Capano, McKinley, and Corkern Ranges—on Redstone Arsenal in Huntsville, Alabama. The service provides continuous 24/7 remote monitoring, real-time alerts for vibration and airblast events exceeding predefined thresholds, and cloud-based archiving of data accessible only to designated ATF personnel. The contract structure includes a one-year base period beginning August 1, 2026, with four additional one-year option periods, extending the potential performance period to five years through July 31, 2031. The contractor is responsible for annual calibration of the systems with a 10-day turnaround and provision of loaner units during maintenance, as well as installation either directly or via detailed instructions. All data generated is the property of the U.S. Government, and the contractor is strictly prohibited from reproducing, releasing, or disclosing any DOJ Information without prior written authorization. Security and compliance are central to this contract, with the contractor required to adhere to a robust set of federal and Department of Justice standards including NIST SP 800-37, 800-53, 800-60, FIPS 140-2, FIPS 199, FedRAMP, and DOJ IT Security Policies. All systems handling DOJ Information must be secured, audited, and continuously monitored in accordance with these directives. The contractor must implement a Supply Chain Risk Management (C-SCRM) plan aligned with NIST SP 800-161, provide a current Software Bill of Materials for all software, and flow down all security requirements to subcontractors and cloud service providers. Any confirmed security incident or supply chain compromise must be reported to the Contracting Officer and Contracting Officer’s Representative within one hour of discovery, with the contractor bearing all incident response costs. Personnel accessing government systems must pass a police records check, receive annual security awareness training, and comply with DOJ-03 personnel security requirements.
