The contract seeks the selection of an audit firm to conduct financial and compliance audits related to the Millennium Challenge Corporation (MCC) funds managed by Agence MCA-Morocco. These audits encompass the MCC funds, covered providers, and compliance audit missions within the framework of Morocco's second cooperation program (Compact II) with the United States, which supports projects aimed at enhancing human capital and land productivity. The program is financed by a $450 million MCC budget plus at least a 15% contribution from the Moroccan government, covering a five-year period beginning June 30, 2017. The audit services are to be delivered across three defined periods: a base period from January 1, 2016, to March 31, 2018, and two optional one-year extension periods through March 31, 2020. Activation of option periods is at Agence MCA-Morocco's sole discretion. Proposals will be evaluated using a Quality and Cost Based Selection (QCBS) method, inviting all eligible audit firms to submit technical and financial proposals in English. Submission requires one original and five hard copies in sealed envelopes by April 5, 2018, delivered to Agence MCA-Morocco in Rabat. The Request for Proposals details the scope of work, tasks, and responsibilities expected from the selected firm.
