Self-Help Advisory Support Assistance (Non-Profit Organizations Only)

The United States Department of Agriculture Rural Development intends to award four sole-source, firm-fixed price contracts to provide training and technical assistance for the Mutual Self-Help Housing program. This effort is restricted to national or regional non-profit organizations, agencies, institutions, or Indian tribes in accordance with 42 U.S.C. 1490c and 7 CFR Part 1944. The contracts are divided by region: Florida Non-Profit Housing, Inc. for Region 1 (Southeast); LIFT Community Action Agency for Region 2 (South Central); NeighborGood Partners Inc. for Region 3 (Northeast/Midwest); and Rural Community Assistance Corporation for Region 4 (Western US and Pacific Territories). The scope of work involves providing labor, management, and technical support to 47 grantee organizations to help low-income rural families achieve affordable homeownership. Services include site identification, feasibility analysis, financing applications, and construction monitoring. Each award is justified under FAR 6.302-1, as market research indicated these non-profit entities possess unique qualifications and long-term expertise necessary to prevent a break in critical housing services. The performance structure consists of a one-year base period starting April 1, 2023, with four one-year option periods, potentially extending the total period of performance through March 31, 2028.
