SEM Monitoring Plan & Regulatory Liaison

The SEM Monitoring Plan and Regulatory Liaison subcontract involves providing technical planning and regulatory coordination for prime contractors managing landfill projects for the County of Sacramento. The selected provider is responsible for reviewing site maps to determine unsafe-to-walk areas and establishing formal Monitoring Plans that detail equipment requirements, quality assurance, and reporting protocols. A critical component of the scope includes coordinating with the California Air Resources Board to secure approval for alternative technologies and developing Alternative Compliance Options in accordance with CARB Section 95471 and 40 CFR Part 60. The final deliverables for this engagement consist of a formal Monitoring Plan and an approved Alternative Compliance Option.
