The contract calls for the procurement of 34 units of a semiconductor device, specifically identified by NSN 5961-01-069-8029, with delivery required within 117 days after contract award. It incorporates detailed technical and quality requirements as outlined by the Defense Logistics Agency's master list, which includes specific inspection, acceptance, packaging, and marking standards. Suppliers must comply with military sampling standards such as MIL-STD-1916 or ASQ H1331, with strict verification levels and acceptance criteria, focusing on zero defects for critical attributes. The contract also mandates that suppliers are qualified per the government's Qualified Suppliers List, particularly under Federal Supply Classes 5961 and 5962, and must retain full supply chain traceability documentation as specified by the DLA directive. Export control regulations apply to this contract, with some technical data subject to ITAR or EAR restrictions, thereby requiring contractors to have appropriate certifications, training, and DLA approval for access to export-controlled data. Government identification must be removed from non-accepted supplies, and tailored higher-level contract quality requirements are enforced for both manufacturers and non-manufacturers. The contract is issued under solicitation number SPE4A5-26-T-076Z for performance at Hill Air Force Base, with the Department of Defense as the agency, and the primary point of contact is a DLA representative. The contract follows federal acquisition standards with adherence to specific defense-related data handling and traceability protocols.
