Full Description

The Senior Elections Advisor will lead a challenging sector of the USAID/Haiti portfolio. Legislative elections scheduled for February 2010 were postponed because of the devastating earthquake that struck Haiti on January 12, 2010. Presidential elections were due to go forward in the fall. Presidential and legislative elections are expected to proceed on November 28, 2010, followed by any run-off elections and mayoral elections in January or February 2011. Haiti has a short history of electoral democracy. Good electoral practices guaranteeing free and fair elections are not institutionalized, and the electoral processes in the last election were roundly criticized. The earthquake has significantly increased the difficulty of the task, with thousands of documents destroyed and polling places damaged or destroyed. The Haitian Parliament is also among the buildings destroyed, setting back an institution that has made some important strides in recent years.
