The Philadelphia office of the Fleet Logistics Center Norfolk (FLCN) plans to procure 1,100 units of a proprietary senior leader self-assessment tool called MENTOR©, developed by Pal Technologies Inc., over a base year and an option year. This acquisition is intended to support the National Defense University's Executive Assessment and Development Program (EADP) at the Eisenhower School and the National War College, which annually serves approximately 550 military students. MENTOR© is uniquely valuable as it contains a proprietary cohort database of senior military officers that is unavailable in any commercial off-the-shelf alternatives. Due to this exclusivity, the government will solicit and negotiate directly with a single source under a specific federal acquisition regulation exemption, rather than conducting full competitive bidding. The contract calls for delivery by November 1, 2017, for the base year and November 1, 2018, for the option year, under NAICS code 611710, which covers educational support services. Although the government does not intend to compete the procurement, it invites responses to this notice of intent within three days for informational purposes only, with submissions due by October 18, 2017. This action is strictly to assess the possibility of competition, with the ultimate decision to proceed as a sole-source procurement resting solely with the government. Respondents are directed to email their responses referencing solicitation number N0018918QZ004 to the designated point of contact.
