Contracting Agency and Activity: The National Geospatial-Intelligence Agency (NGA) Acquisition Contract Office (OCSE) plans to contract for other than full-and-open competition in accordance with FAR Part 13.5 for the acquisition of commercial items under Simplified Acquisition Procedures. Description of Requirement: The National Geospatial-Intelligence Agency (NGA) Security & Installations Directorate Insider Threat Office (SII), Behavioral Science (SIIB) and Engineering Divisions (SIIE) has the need for an insider threat sentiment analysis software tool and services to integrate and configure the tool into the SII enclave system. Extensive market research discovered that usage of the SCOUT Tool would be in the best interest of the Government. The SCOUT is a sentiment analysis software tool, developed by WT Government Services, LLC, who is also the sole vendor authorized to modify the baseline configuration. Therefore, the NGA intends to issue a firm fixed price sole source contract to WT Government Services, LLC, a small business, on September 19, 2016. WT Government Services, LLC will be required to possess a Top Secret Facility Clearance, and all personnel working with NGA on this project will be required to have Top Secret Security Clearances with active SCI access. The proposed award will serve as a pilot with a one-year period of performance. If NGA determines that sentiment analysis contributes to the agency's insider threat mission, it is the Government's intent to conduct a full and open competition for future support. Authority: NGA intends to negotiate this requirement by one of the exceptions to full and open competition allowed under the Competition in Contracting Act (CICA) of 1984. NGA intends to negotiate this requirement without full and open competition under 10 U.S.C. 2304(c)(1), as implemented under the authority of FAR 13.501(a)(1) and FAR 6.302-1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Part 12 & FAR Part 13 procedures. This notice does not constitute a request for proposals, quotations, or bids and does not commit NGA to contract for any supplies or services.

NGA - Boosting Innovative GEOINT - Science & Technology Broad Agency Announcement (BIG-ST BAA): Topic # 07 – Lidar Analysis for Surface & Environmental Reconnaissance (LASER)
Solicitation # HM047627XXXX
The Boosting Innovative GEOINT-Science and Technology (BIG-ST) Broad Agency Announcement (BAA), solicitation HM047623BAA0001, is a general solicitation by the National Geospatial-Intelligence Agency (NGA) to address hard GEOINT problems across three technical domains: Foundational GEOINT, Advanced Phenomenologies, and Analytic Technologies. The BAA operates through separate Topic Calls, with the current active focus being Topic 07, Lidar Analysis for Surface and Environmental Reconnaissance (LASER). This specific effort seeks to develop AI/ML workflows and test methodologies for the autonomous 3D detection and classification of man-made surface and subsurface objects using space lidar data from ICESat-2 and GEDI. The project aims to advance technology from TRL 4 to TRL 5 or 6, with a Phase 2 budget of 854,000 USD over a 15-month period of performance. The government intends to award this effort via a procurement contract or Other Transaction Agreement, evaluating proposals based on a multi-step process including a conformance review and a scientific/technical review to determine the most advantageous offer. Key deliverables for Topic 07 include technical prototypes, a comprehensive software package with source code, and a final algorithm demonstration. Due to the nature of the work, strict security requirements are in place, ranging from unclassified CUI handling to Top Secret/SCI clearances and polygraph testing depending on the specific task. Contractors must also comply with rigorous research and technology protection plans, including the CHIPS and Science Act of 2022 and NSPM-33, to mitigate foreign influence and protect critical technology elements.
