Septic To Sewer Conversion Project

The San Pasqual Band of Mission Indians is soliciting bids for the Septic to Sewer Conversion Project (EDO-303-J10) located in Valley Center, California. This single prime contract involves the procurement and construction of a Kubota package MBR wastewater treatment plant, a master sewer lift station, community sewer lift stations, and a recycled water pumping system and storage tank. The scope includes the installation of approximately 27,000 linear feet of PVC gravity mains, 5,000 linear feet of PVC force main, 13,000 linear feet of recycled water distribution piping, and 34 E-one Grinder pump stations. Bids are expected to exceed 10 million dollars and must be submitted on a lump sum and/or unit price basis, including a base bid and three additive alternates (Schedules A, B, and C). The project has an expected duration of 835 days for the base bid, extending to 1,442 days if all bid alternates are included. A mandatory pre-bid conference is scheduled for September 9, 2026, with final bids due by 2:00 PM local time on October 9, 2026. The contract adheres to Davis Bacon Wage Rate requirements and provides a 5 percent price preference for Indian or Alaska Native contractors.
