Septic To Sewer Conversion Project

The San Pasqual Band of Mission Indians is soliciting bids for the Septic to Sewer Conversion Project (EDO-303-J10) located in Valley Center, California. This infrastructure project involves the procurement and construction of a Kubota package MBR wastewater treatment plant, one master and three community sewer lift stations, a recycled water pumping system with a storage tank, and extensive piping including 27,000 linear feet of 8 and 10-inch PVC gravity mains, 5,000 linear feet of 4 and 6-inch PVC force mains, and 13,000 linear feet of recycled water distribution piping. The scope also includes 34 E-one Grinder pump stations and all associated site work. The project is estimated to exceed 10 million dollars, with a performance period ranging from 835 days for the base bid up to 1,442 days if all alternates are included. The solicitation includes three additive bid alternates (Schedules A, B, and C) that offer scaled versions of the lift stations, piping, and pump stations. Bidders must comply with Davis-Bacon Act prevailing wage rates and are encouraged to note a price preference for Native Contractors. Proposals must be submitted in physical hard copy to the Owner's office by 2:00 PM on October 9, 2026. The project is managed by Erik Anderson of Arcadis and John Flores of the San Pasqual Band of Mission Indians, with design engineering provided by Kimley-Horn. Award is based on a lump sum and/or unit price basis, with a preference for Native-owned firms.
