Solicitation # RFI-DOT-VOLPE-2026-001
The U.S. Department of Transportation, Volpe National Transportation Systems Center, is conducting market research via Request for Information RFI-DOT-VOLPE-2026-001 to identify the availability of refurbished and used 50-foot railway boxcars. These vehicles are required to safely transport ammunition and explosives in accordance with strict military safety regulations. The government is considering two options: refurbished cars with a minimum remaining life of 30 years per AAR standards, or used cars with all major systems, including brakes, couplers, and doors, fully functional. Technical requirements include a minimum load capacity of 70 tons, compliance with CFR Title 49 clearance limits, and registration in the AAR UMLER files. All work must be performed in an AAR qualified rail shop and adhere to specific painting and stenciling standards, including a yellow carbody, black underframe, and red United States Army stenciling. The contractor is responsible for all inspections and tests at their designated location, while final acceptance occurs at a CONUS U.S. Army rail base following an inspection for carrier damage. Interested respondents must submit a Statement of Capabilities, including their UEI number, CAGE code, and business size under NAICS 336510, to the designated points of contact by November 13, 2026, at 5:00 PM Eastern Time.
