Server Room Construction at ECLWRF

Location Edward C. Little Water Recycling Facility (ECLWRF) 1935 S. Hughes Way El Segundo CA 90245 • Existing Space: Between 176 to 260 square feet, currently configured as 2 rooms (98 square foot Office & 78 square foot I/O Room) with the option to include 84 square foot of hallway if required. • Proposed Use: Server room housing OT/IT and network infrastructure, including racks, UPS systems, cooling, and fire protection. • Project Type: Renovation/conversion within an occupied office building. • Estimated Construction Start: Winter 2026/27 • Estimated Budget: To be determined The District is undertaking a major control system replacement project (DCS Replacement Project) with a Progressive Design-Build (PDB) approach. The project is currently in the latter stages of the design phase, with a Guaranteed Maximum Price (GMP) proposal anticipated in October 2026. During the design phase of this project, it was identified that the current server room at ECLWRF is insufficient for the new servers that will be installed. A new space has been identified adjacent to the existing server room. This new space is currently a single-occupancy office being used by the District's contract operator. This project will prepare the existing space as a new server room ready for the new server racks. The new server racks are forecast to be ready for installation in late 2027/early 2028. The new server room should have dedicated air conditioning and an environmental monitoring system, specialist fire suppression (clean agent preferred), sufficient power distribution (including a dedicated UPS if necessary), and other typical server room features. The current office space is configured as one single-occupancy office (98 square feet), one I/O room (78 square feet), with the option to extend the room into an existing hallway (84 square feet). The current control system design anticipates at least one standard 48U server rack and is approximately 50% mature.
