Service ADA Door

The contractor is required to provide all labor, materials, equipment, and transportation to service an interior ADA-compliant door at Leamy Hall, Coast Guard Academy in New London, Connecticut, under a Firm Fixed Price contract. This includes disconnecting power, removing and properly disposing of the existing door operator and related components offsite, furnishing and installing a new heavy-duty automatic door operator rated for high-traffic commercial use, and installing all necessary hardware, electrical connections, activation switches, sensors, and safety devices. The contractor must reuse existing compatible components, reconnect and adjust all systems to meet both ADA regulations and manufacturer specifications, verify electrical compliance including proper grounding, and conduct thorough operational testing through multiple cycles to confirm full functionality, including activation, safety sensor response, and automatic closing. Final acceptance is contingent upon a successful demonstration of fully compliant operation to the Government representative and correction of any deficiencies identified during final inspection. The work must be performed with minimal disruption to Coast Guard operations, with parking authorized only during active work hours and overnight parking prohibited. All personnel must be licensed by the State of Connecticut and adhere to the Coast Guard Academy’s smoking policy. This procurement is a 100% Small Business Set-Aside under NAICS code 238290 with a business size standard of $19.5 million, and offers must be submitted by July 6, 2026, at 8:00 a.m. Eastern Standard Time via email to designated points of contact. Offers must include a one-page cover sheet with the contractor’s name, address, UEI, CAGE number, point of contact, and expiration date, formatted with a minimum font size of eleven point, and must demonstrate technical acceptability as a pass/fail gate under the Lowest Price Technically Acceptable (LPTA) evaluation methodology. Price fairness and reasonableness will be assessed based on the Total Evaluated Price submitted in Attachment A, with no specific weights assigned beyond technical acceptability being mandatory. Payment will be processed electronically through the Invoice Processing Platform (IPP) in accordance with FAR clauses covering payments, electronic funds transfer, and unique entity identifier maintenance, and contractors must comply with all incorporated FAR clauses including those related to anti-kickback, whistleblower rights, trafficking prohibitions, and prohibitions on certain telecommunications or software providers. The Government intends to award without discussions, so each offer must contain the offeror’s best price and technical proposal from the outset, and any questions must be submitted by June 1, 2026
