Service Agreement for Scientific Equipment

The Beltsville Agricultural Research Center (BARC), Plant Sciences Institute (PSI) a component of the Agricultural Research Service (ARS) under The U.S. Department of Agriculture (USDA), intends to issue on a sole source basis a fixed-price purchase order in accordance with FAR Part 13.106 under simplified acquisition procedures to the following source; Illumina, Inc. located in San Diego, CA. This proposed award is being conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Justification: PSI requires a service agreement on the Tecan ROMA S/N 809001817 manufactured exclusively by Illumina, Inc. This instrument is used to perform genetic single nucleotide polymorphism analysis. The manufacturer does not authorize third party service providers as the instrument is equipped with automated software written and installed by Illumina. Warranties for all Illumina purchased reagents, used on the Tecan RoMa for our continuing genetic single nucleotide polymorphism research projects, would be void if service/repairs are not placed with Illumina. The associated North American Industry Classification System (NAICS) Code is 811219; small business size standard is 20.5 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. The government will consider all responsible sources received by the due date. Written responses must contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. If no written responses are received, a purchase order will be issued without further notice.
