The Department of Defense, through the 437th Contracting Squadron at Charleston Air Force Base, intends to award a sole source contract for a comprehensive service and maintenance agreement for the Z-Portal Cargo and Vehicle Screening System located at Charleston AFB, South Carolina. The contract is to be awarded to American Science and Engineering, Inc. (AS&E), the sole source determined capable of fulfilling this requirement due to their proprietary design, manufacture, and operation software ownership of the Z-Backscatter Portal system. This system is unique and critical for vehicle and cargo screening that complies with specific radiation safety standards, making AS&E the only responsible provider for maintenance and repair services without which the mission could be adversely affected. Market research confirmed that no other vendors in the U.S. can provide the necessary services for this specialized equipment. The procurement follows statutory authority under FAR 6.302-1 for sole source contracting and incorporates numerous federal and defense acquisition regulations and clauses to ensure compliance with government contracting requirements, including small business utilization and anti-trafficking measures. While this notice is not a solicitation for competitive proposals, interested parties may submit their capabilities for consideration, with the government retaining discretion to proceed with the sole source award. Responses must be submitted by February 24, 2010, to the designated contracting officers. The government will continue to monitor the market for alternative providers who may fulfill ongoing preventive maintenance and repair needs for the Z-Portal system.

If the equipment was to breakdown and they were not at our disposal, it would adversely affect the mission. Award shall be made in the aggregate all or none.
