NASA Shared Services Center is procuring a sole-source service contract under FAR 12.102(a) for the PEGASUS HRT4D-Platinum Maintenance Plan + Year 2 to be provided by LECO CORP, identified as the exclusive provider of this specialized maintenance service for the LECO GC×GC-MS Pegasus HRT+ 4D instrument. The contract, identified by solicitation number 80NSSC26933791Q, is a commercial item acquisition with a period of performance spanning from June 2, 2026, to June 1, 2028, and will be performed at NASA Goddard Space Flight Center’s Astrobiology Analytical Laboratory in Building 34, Room C174. The scope includes annual preventive maintenance, unlimited on-site and remote repairs, priority service scheduling, remote diagnostics through LECO SmartLine, and the provision of all necessary parts and consumables at no additional cost to ensure continuous, high-performance operation vital to NASA missions such as OSIRIS-REx and Artemis. The procurement was justified as sole source due to the proprietary nature of the Platinum Maintenance Plan and the absence of other qualified providers. While no pricing details are disclosed, the contract follows FAR Part 12 commercial acquisition procedures, relying on LECO’s established commercial service protocols rather than federal or military standards. The solicitation, posted on May 26, 2026, invited written submissions of capabilities and qualifications by 3:00 p.m. Central Standard Time on May 28, 2026, with oral communications prohibited. The NASA FAR Supplement clause 1852.215-84 (Ombudsman) is incorporated to support contractor advocacy and procurement dispute resolution. Primary and secondary points of contact for procurement inquiries are Cody Guidry and Kimberlynn Lancaster, both stationed at NASA Stennis Space Center, with no designated COR/COTR identified. No specific packaging, marking, or invoicing details are specified, consistent with commercial item practices, and no attachments, evaluation factors, or socioeconomic certifications are included, as this is a pre-award sources-sought notice for a non-competitive acquisition under NAICS code 811210.
