1. GÉNÉRALITÉS 1.1 Introduction La Société de Développement du Parc Olympique (SDPO, ou Parc olympique) désire procéder au remplacement de ses postes de commande moteurs (PCM) qui mis en opération entre 1975 et 1980. De plus, des court-circuits dans des tiroirs ont été documentés au fil des années et représentent un risque non-négligeable pour la sécurité de notre personnel d’entretien. Les PCM doivent être remplacés par des équipements modernes, permettant le contrôle et l’alimentation des moteurs de façon flexible, sécuritaire et dans une optique d’économie d’énergie. 1.2 Description des installations Le réseau électrique du Parc olympique est composé des installations du poste électrique principal, de la centrale d’énergie de secours, de la centrale thermique et de climatisation, du Stade olympique, de la piscine olympique, du mât, du poste Viau, de la clinique médicale et des artères 25kV avec leurs puits d’accès alimentant les clients suivants : Biodôme, Centre Pierre-Charbonneau, Aréna Maurice Richard, Cinéma Star Cité. L’alimentation électrique principale du site provient de trois lignes électriques 25 kV souterraines, en provenance du réseau d’Hydro-Québec. Les lignes sont mises en parallèle au Poste Jeanne-D’Arc d’Hydro-Québec ainsi qu’au poste principal 25 kV du Parc olympique. De façon générale, les PCM existants sont de marque Westinghouse, classe 11-350, à colonnes, à 600V avec contrôle à 120V, la largeur des colonnes est de 20’’. 2. OBJET DE L’APPEL D’OFFRES Le présent appel d’offres a pour objet d'obtenir des soumissions pour retenir une firme (ci-après appelé PRESTATAIRE DE SERVICES)possédant l’expertise reconnue afin de fournir des services professionnels en génie électromécanique pour le remplacement de vingt-trois (23) postes de commande moteurs (PCM). Un autre des PCM est démoli et ses charges seront relocalisés dans les PCM avoisinants. Le PRESTATAIRE DE SERVICES doit fournir à la fin de sa mission un devis pour préachat, des plans et devis tels que construits avec en plus tous les autres points demandés dans la section descriptif du mandat. 2.1 Qualifications requises Le PRESTATAIRE DE SERVICES doit fournir des ressources compétentes requises ayant une expertise en matière de projets d’ingénierie électromécanique (mécanique, électricité et contrôle) dans des bâtiments ou réseaux de bâtiments d’envergure comme le Parc olympique. 2.2 Description des ressources requises Le PRESTATAIRE DE SERVICES doit fournir tout le personnel de gestion et le personnel de support en quantité suffisante pour être capable de remplir les tâches décrites au mandat. Les ressources attendues par le PRESTATAIRE DE SERVICES pour œuvrer au sein de l’équipe du Projet sont les suivantes: Ressources principales Le Parc olympique exige que le PRESTATAIRE DE SERVICES fournisse, pendant toute la durée du mandat, les ressources principales suivantes : · Ingénieur(s) de projet principal ou ingénieur(s) sénior · Ingénieur(s) intermédiaire ou technicien(s)/technologue(s) sénior o Au minimum une ressource par discipline (électrique, mécanique, contrôle) En déposant sa soumission, le PRESTATAIRE DE SERVICES s’engage à fournir chacune des ressources principales indiquées dans sa soumission pour toute la durée du mandat. Il ne pourra pas remplacer ces ressources sans l’autorisation écrite préalable du Parc olympique. Le Parc olympique pourra exiger du PRESTATAIRE DE SERVICES le remplacement d’une ressource principale qui ne convient pas à ses attentes sur simple demande écrite. Toute nouvelle ressource principale doit être approuvée au préalable par le Parc olympique. L’équipe sera formée de ressources selon les qualifications indiquées pour chaque poste et tel que présenté dans la section Responsabilité des ressources.
