R--BLM-CO WILD HORSE & BURRO VETERINARY SERVICEThis contract solicits veterinary services for the Bureau of Land Management’s Wild Horse and Burro program in Colorado, specifically to conduct Equine Infectious Anemia testing on 100–110 wild horses during the West Douglas Gather. The period of performance is strictly limited to July 15, 2026, through August 31, 2026, with all services required to be completed within a short, two-day window during the gather, including sample collection, handling, and delivery to the Colorado Diagnostic Veterinary Laboratory in Grand Junction, where results must be returned within 24 hours. The contract is structured as a Firm Fixed Price arrangement with no possibility of price adjustments, and it is a Total Small Business Set-Aside under NAICS code 541940, meaning only small businesses meeting the $15 million revenue or 500-employee size standard may compete. Offerors must submit a fully completed and signed SF-1449 form, a detailed Schedule of Prices in Excel format, and a technically sound proposal that specifically addresses the Performance Work Statement, with vague or generic submissions likely to be disqualified. Past performance references and a subcontracting plan, if applicable, are required, and all offerors must maintain active SAM.gov registration with a valid UEI at the time of offer submission. All proposals must be emailed no later than July 6, 2026, at 3:00 PM Mountain Time, with a precise subject line, to the designated Contract Specialist. Proposals will be evaluated based on price and non-price factors—including technical approach and past performance—using a trade-off method, not a Lowest Price Technically Acceptable approach, so higher-priced offers may be selected for superior qualifications. Contract compliance mandates adherence to the Service Contract Act wage rates for Rio Blanco, Colorado, Section 889 restrictions on prohibited telecommunications equipment, and prompt payment terms via the Invoice Processing Platform (IPP), where partial invoices are permitted. All work must follow USDA standards for issuing Certificates of Veterinary Inspection and utilize the 24-hour rapid ELISA method. Payments will be processed electronically through IPP within 30 days of invoice receipt, with no use of WAWF. The primary point of contact for solicitation inquiries is Courtni Strickland, with Chau Nguyen as the Contracting Officer. No additional options, security clearances, or contract modifications are anticipated, and the contract does not include detailed packaging or marking requirements beyond electronic submission standards
