Services to Administer Nurse Aide Examinations and Registry

The Hawaii Department of Commerce and Consumer Affairs, Professional and Vocational Licensing Division, is seeking a contractor to administer Nurse Aide examinations and maintain a Nurse Aide Registry in compliance with the Federal Omnibus Budget Reconciliation Act (OBRA) of 1987. The contract is scheduled to begin on August 1, 2027, and terminate on July 31, 2032, with an option for a five-year extension through July 31, 2037. The selected contractor must establish and maintain testing sites across the state, including a permanent site on Oahu operating five days a week, and periodic testing sites on the Island of Hawaii, Maui, and Kauai. Key deliverables include the administration of written, oral, and skills examinations, providing immediate pass/fail notifications, and maintaining a 24/7 electronic registry. The award will be granted to the responsive and responsible offeror deemed most advantageous to the State, with evaluation weighted equally at 25 percent each across experience and capabilities, test development, test administration, and cost. Proposals must be submitted via HIePRO, and the final deadline was extended to September 23, 2026. Required documentation includes signed offer forms, a wage certificate, and tax clearances from the IRS and the Hawaii Department of Taxation. The contractor is required to maintain liability insurance and ensure all sites and procedures comply with the Americans with Disabilities Act. Payment is structured via unit pricing for examination suites and individual test components, with reimbursement provided by the Department of Human Services for successfully recertified aides employed in Medicaid participating facilities.
