AI Contract Overview
This contract solicits 29 setscrews designated by NSN 5305-00-841-0738 under solicitation SPE4A6-26-T-13FP, issued by the ASC Commodities Division of the Department of Defense, with delivery required to the DLA Distribution Facility in New Cumberland, Pennsylvania, within 10 days of direction. The item is subject to stringent technical and quality requirements referenced from the DLA Master List of Technical and Quality Requirements, including adherence to ASTM D3951 for packaging and MIL-STD-129 for marking and labeling, with palletization governed by DLA’s RP001 packaging standards. Technical data associated with the item is export-controlled under ITAR or EAR, restricting disclosure to foreign persons and requiring prior authorization from the Department of State or Commerce; access is limited to contractors certified under the US/Canada Joint Certification Program, who have completed DLA-mandated training and approved questionnaire. Inspection and acceptance occur at the destination point by the government using sampling standards per MIL-STD-1916 and acceptance quality levels of 0.1 for critical, 1.0 for major, and 4.0 for minor attributes. The contract mandates use of Wide Area WorkFlow (WAWF) for invoicing, with FOB Origin terms transferring title and risk at the contractor’s shipping point. All contractors must comply with federal regulations including FAR and DFARS clauses covering small business representation, employment eligibility, trafficking in persons, sustainable procurement, and cybersecurity safeguards, including NIST SP 800-171 and DFARS 252.204-7012 for safeguarding controlled defense information. CMMC Level 2 certification is required, and these cybersecurity requirements flow down to all subcontractors. The contract permits no IUID labeling per DFARS exemptions but requires GS1-compatible bar codes. A postaward small business representation clause with Alternate I applies, and accelerated payments to small business subcontractors are incentivized. The solicitation does not specify contract type, pricing, or evaluation factors beyond compliance with technical and regulatory requirements, and award is expected to be based on responsive, compliant offers meeting all delivery, documentation, and security conditions without a stated value or option structure beyond a potential five-year term.
