Sewage Pumping - Vault Toilets

The National Park Service plans to award a non-competitive contract to Wolfe Marine, Inc. of Stillwater, Minnesota, for essential sewage pumping, processing, and disposal services for toilet facilities along the Lower St. Croix River. This contract includes servicing over 20 prefabricated vault toilets situated near a three-foot deep river channel, as well as additional facilities on Mile Long Island. It also covers the seasonal placement and removal of floating restroom units. The decision to award non-competitively is based on a determination that Wolfe Marine is the sole responsible source capable of meeting the government’s unique requirements, as authorized under federal acquisition regulations. The contract is scheduled to begin around mid-May 2012 and continue through September 2012. It is designated as a total small business set-aside under the Small Business Administration guidelines. While this is a sole-source award, other responsible businesses are invited to submit capability statements or proposals for consideration. The solicitation is managed by the Department of the Interior's Dsc Contracting Services Division based in Denver, Colorado. The scope includes all necessary labor, materials, transportation, and equipment to ensure effective sewage management and restroom facility maintenance in this environmentally sensitive area.
