Sewer Highway Crossings Retrofit Project

The Sewer Highway Crossings Retrofit Project, managed by the McKinleyville Community Services District in Humboldt County, California, involves the replacement of three existing gravity sewer lines crossing under U.S. 101. The project aims to enhance seismic resilience against major earthquakes and increase capacity for larger storm event flows. The scope of work includes installing parallel High Density Polyethylene (HDPE) or Fusible Polyvinyl Chlorine (FPVC) pipes using Horizontal Auger Boring across approximately 15.2 acres. Construction is scheduled to take place from the summer of 2026 through the summer of 2027, with a specific requirement for vegetation clearing to be completed by March 15 to avoid nesting bird season. The project has undergone extensive environmental review to ensure compliance with CEQA and NEPA standards. A Mitigated Negative Declaration was issued, concluding that the project will not have a significant environmental effect. Comprehensive technical analyses were conducted regarding air quality, biological resources, wetland delineation, and cultural resources.
