The National Oceanic and Atmospheric Administration (NOAA) is seeking to award a firm fixed price contract for spare FLYGT Ginder pumps specifically for the Sterling Field Support Center located in Sterling, Virginia. This procurement is a total small business set-aside under NAICS code 333996 and is being made in accordance with FAR 12.203(c)(2), with the intent to select the responsible and responsive quoter who offers the best value. The solicitation was posted on February 20, 2026, and responses are due by March 2, 2026. The Sterling Field Support Center requires this specific FLYGT pump model due to its unique compatibility with a custom-built sewer lift station. All contractors interested must be registered with the System for Award Management (SAM) to be eligible for award, as the Department of Commerce Eastern Acquisition Division mandates SAM registration. Contractors must have a unique entity identifier (UEI) assigned through SAM.gov, which is essential for federal government transactions. The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for spare FLYGT Ginder Pumps for the Sterling Field Support Center in Sterling, VA. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 12.203(c)(2).

Brand Name Justification

The Sterling Field Support Center had a sewer lift station custom built. This FLYGT model sewer pump is the only compatible product with our lift station because of the specific rail assembly. Any other brand will not fit our sewer lift station. To use a different brand pump, it would require completely redoing the sewer lift station and it would cost between $75,000 to $100,000.

DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov). You can register and access the site by going to www.sam.gov.
