The contract solicitates the procurement of 15-kit Sexual Assault Determination Kits, fingerstick version, with room temperature storage, manufactured by Tri-Tech Forensics under part number RE-0DOD(FS), identified by NSN 6640-01-604-3258. Each package contains 15 kits, and the total quantity requested is one purchasing group, equivalent to 15 kits per unit. The kits must contain all components necessary to collect forensic evidence from sexual assault victims and/or suspects, with a shelf life of 60 months and a delivery requirement that no more than nine months have elapsed from the date of manufacture. All kits must be labeled with the NSN, manufacturer and CAGE code, date of manufacture, expiration or retest date, and contract or lot number. Packaging must follow commercial standards, utilize suitable sealed containers to prevent damage, and be shipped in exterior commercial containers ensuring safe delivery. Marking must comply with Medical Marking Standard No. 1, superseding MIL-STD-129, and packaging must adhere to MIL-STD-2073-1E at Packing Level B. The contract is issued under solicitation SPE2DH-26-T-4038 by the Department of Defense’s Medical Supply Chain FSH, with a response deadline of June 2, 2026, and requires delivery to APO AE 09604-6180 within 20 days after award. Delivery is FOB destination, with shipments also directed to Aviano, Italy. Payment and receipt processing must be conducted via the Wide Area Workflow system using cost vouchers or invoice/receiving report combos as appropriate, following DFARS and FAR requirements. Contractors must comply with numerous federal clauses, including cybersecurity protections under NIST SP 800-171, safeguarding covered defense information, prohibiting the use of covered telecommunications equipment, and ensuring compliance with the Buy American Act and Berry Amendment. Additional mandates include anti-trafficking measures, whistleblower protections, labor compliance, and SAM registration. Deviations apply to several clauses, including those on NIST assessments, subcontracting, sustainable products, and employment verification. Offerors must submit quotes via DIBBS, disclose non-domestic materials, and provide complete data for any alternate proposals. All proposals are subject to review for socioeconomic status, and the acquisition is not set aside for small businesses.
