SFO Recommended Airport Development Plan

The San Francisco International Airport (SFO) Recommended Airport Development Plan (RADP) is a long-range strategic framework designed to guide the airport's future growth and accommodate projected increases in capacity. The plan aims to manage an estimated 506,000 annual aircraft operations and 71.1 million annual passengers by implementing improvements across several key areas. These include the development of terminal facilities, modifications to non-movement airfield areas, and upgrades to landside facilities such as ground transportation, parking, and rental car services. To optimize the flow of passengers and goods, the project prioritizes airside operations, passenger-facing facilities, and landside infrastructure, while emphasizing the use of the AirTrain to transport passengers and employees. The project is undergoing a comprehensive environmental review process led by the City and County of San Francisco Planning Department, involving both CEQA and NEPA compliance. The environmental impact assessments have identified potential significant impacts regarding noise, air quality, biological resources, and cultural resources. While most impacts are addressed through a Mitigation Monitoring and Reporting Program—which includes requirements for vibration monitoring, the use of super-compliant volatile organic compound coatings, and archaeological monitoring—operational air quality impacts are noted as significant and unavoidable. Key milestones include a public comment period that concluded in June 2025, with the Final Environmental Impact Report certification scheduled for November 20, 2025. The project's performance and mitigation compliance are structured across pre-construction, construction, and post-construction operational phases.
