This contract specifies the procurement of a 3/8 inch diameter welded or weldless shackles conforming to Federal Specification RR-C-271D or its latest revision, manufactured via forging process using zinc-coated steel in accordance with NAS1042 Revision 4 and referenced drawing 13873-03-0001 for mercury-free compliance. The item is classified as a commercial item and a critical application component requiring full material certification and traceability. It must adhere to stringent quality controls including mandatory source inspection and inclusion of the Certificate of Quality Compliance (CoQC) for all suppliers regardless of contract value. Sampling follows MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise specified, and attributes are assigned verification levels VII, IV, and II for critical, major, and minor characteristics respectively. Ozone-depleting chemicals and intentional mercury or mercury compounds are strictly prohibited in materials, preservation, packaging, and marking, except for specific functional uses defined under NAVSEA guidance where secondary containment and shock-proof design are mandated. All packaging must comply with MIL-STD-2073-1E, MIL-STD-129 marking standards, and DLA packaging requirements, with no special marking required beyond standard identification. Inspection and acceptance occur at origin under firm fixed price terms with zero variance in quantity. Delivery is due 90 days after the award date to DLA Distribution in San Diego, with the NSN 4030-00-542-3179 and associated technical documentation referenced in the Technical Data Package.
