Shady View Residential Project

The Shady View Residential Project involves the development of 85.73 acres of a 130.66-acre site in Chino Hills, California, into a residential community featuring 159 single-family homes, a community recreation center, private interior streets, utility infrastructure, debris basins, and associated improvements. The project also includes a 15.15-acre fuel modification zone with defined wet, dry, and special maintenance areas, a 1.89-acre oil tank relocation site, 8.08 acres of open space, 10.79 acres of graded and landscaped slopes, a 0.26-acre easement access, and 0.85 acres of off-site improvements to accommodate road upgrades and remediation of historical oil production contamination. Approximately 44.93 acres of the site will remain undeveloped and are proposed as on-site mitigation, pending approval by the California Department of Fish and Wildlife. The development will permanently impact 26.82 acres of coastal sage scrub habitat and 58.91 acres of disturbed habitat dominated by invasive species, resulting in incidental take of Crotch’s bumble bee, a candidate species under the California Endangered Species Act. Authorization for this take is governed by Incidental Take Permit No. 2081-2023-035-06 and its minor amendment, requiring strict adherence to mitigation and monitoring conditions under the Fish and Game Code and Title 14 of the California Code of Regulations. Environmental filing fees and funding restrictions for mitigation are mandatory, and no changes to mitigation timing are permitted if they increase the extent of species take. The City of Chino Hills serves as the lead agency, with oversight provided by the California Department of Fish and Wildlife, and all activities must comply with regulatory requirements outlined in the permit, including habitat preservation, fire safety standards, and contamination remediation protocols.
