Shank 2.0 payload, training warhead, and pre-packed anti-personnel warhead

The U.S. Army Contracting Command-Rock Island at Picatinny is conducting market research via a sources sought notice to identify capable industry partners for the production of the Government-developed Shank 2.0 payload, training warheads, and pre-packed anti-personnel warheads for small Unmanned Aerial System platforms. The project requires the manufacture of platform-agnostic payloads utilizing High Voltage Electronic Safe and Arm Device initiation systems, compatible with Low Energy Exploding Foil Initiator or shock tube initiation chains. Training warheads must match the form and weight of live versions using LED simulation, while live warheads must feature qualified high-blast explosives and steel fragmentation packs. All products must integrate with Picatinny CLIK and small Universal Payload Interface design standards. The government is seeking industry capabilities and recommendations to improve the Technical Data Package for producibility, with a specific focus on the ability to scale production to approximately 40,000 systems per month to enhance battlefield effectiveness by 2027. Interested respondents must provide a capabilities statement, Rough Order of Magnitude pricing, and a ramp-up schedule. Due to the nature of the technology, respondents must possess a facility clearance to handle classified material and adhere to strict export control regulations, including the Arms Export Control Act. Required documentation for Technical Data Package access includes DD Form 2345, FCDDAC Form 1350, and a Non-disclosure and Non-Use Agreement. All small business set-aside categories will be considered for this effort.
