Shasta County Public Works Routine Maintenance Agreement (Notification of Lake or Streambed Alteration, No. EPIMS-SHA-47093-R1)

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SHA-47093-R1 with the Shasta County Department of Public Works, represented by John Heath. Pursuant to Section 1602 of the Fish and Game Code, this agreement authorizes routine maintenance activities on county-maintained roads within Shasta County to preserve the structural and functional integrity of existing public works facilities. The scope of work includes sediment and debris removal from culverts and bridges, minor bank stabilization, vegetation management for line-of-sight safety, and the removal of hazardous man-made debris from water bodies. Specific activities such as sediment removal at the Balls Ferry public boat ramp require coordination with a designated fisheries biologist to protect species listed under the California Endangered Species Act. The project is located within the Sacramento River watershed, covering various tributaries including the Pit, McCloud, and Battle Creeks. Under the California Environmental Quality Act, the project is granted Class 1 and Class 2 Categorical Exemptions, as it involves the maintenance and replacement of existing structures without expanding capacity. However, activities below the ordinary high-water mark of the mainstem Sacramento River below Keswick Dam, the Pit River, and several other specific creeks are strictly excluded without explicit written authorization and take permits from the CDFW. Additionally, any culvert replacement projects require the submission of a sub-notification form accompanied by hydrology studies, site assessments, and design plans, with the CDFW providing a response within thirty business days. While most routine activities follow a per-project fee, culvert replacements are subject to Standard Agreement fees.
