Shasta Dam Blvd Complete Streets Project

The City of Shasta Lake is soliciting bids for the Shasta Dam Blvd Complete Streets Project, a comprehensive infrastructure improvement along State Route 151 from Hardenbook Avenue to Shasta Way. The scope includes construction of separated bikeways, culverts, drainage inlets, HMA pavement, curbs, sidewalks, access ramps, pavement delineation, signing, rectangular rapid flashing beacon systems, storm drain and water valve box adjustments, landscaping, decorative concrete, irrigation systems, street lighting modifications, and micro-surfacing. Work must commence within 15 calendar days of contract execution and be completed within 95 working days, with liquidated damages of $1,500 per calendar day for delays beyond the deadline. No time extensions are permitted for weather or equipment issues unless approved by the City Engineer. All materials must comply with City of Shasta Lake Construction Standards, Caltrans specifications, ASTM, AASHTO, and other referenced standards, and must remain in original packaging with legible labels until use. Work must be protected from damage, and any compromised materials must be replaced at no additional cost. The contract is a fixed-price arrangement with payment based on a lump sum bid price, evaluated under a Lowest Price Technically Acceptable model, where technical compliance is a pass/fail threshold and cost is the primary award factor. Bidders must be registered in SAM.gov with a valid UEI, and must certify compliance with Debarment and Suspension, Non-Lobbying, and Equal Employment Opportunity requirements. DBE participation is mandated with monthly reporting via Exhibit 9-P and post-contract reporting via Exhibit 17-F, in accordance with 49 CFR Part 26. Davis-Bacon wage rates apply to all labor, requiring certified payrolls maintained for three years.
