The material must be supplied in whole-foot lengths only, with no test coupons permitted, and must fully comply with the Qualified Suppliers List for Distributors (QSLD) requirement; only suppliers listed on the DLA Troop Support QSLD are eligible for award, and any deviation requires explicit declaration. Continuous markings on each sheet must include the DLA contract delivery order number, NSN 9535004081732, specification revision, grade, class, type, alloy, part number, die number, temper, manufacturer's name, heat and lot number, and dimensions, applied via stamping or stenciling that is legible, waterproof, and stable under normal handling; adhesive labels are required for narrow bars and tubes under 0.250 inches in nominal OD. A Certificate of Quality Compliance, or mill-material certification, must accompany every shipment and be forwarded to the DLA Troop Support Contracting Officer. Packaging must conform to MIL-STD-2073-1E with robust four-corner and edge protection, top and bottom fiberboard coverage, and palletization in accordance with DLA Packaging Requirements RP001, while markings must comply with MIL-STD-129 and include both units of measure if specified. The item is designated as a critical application, subject to stringent quality control, and all non-conforming products will be rejected at destination inspection. The solicitation waives source inspection requirements for qualified QSLD suppliers except for Foreign Military Sales, and CDRL-METALSCERT-26124 and QAP 13873 govern documentation.
